The cutter blades are linked by a toggle to the end of the hydraulic piston rod attached to the piston which slides in the cylinder. The piston rod is held by a spring to keep the blades open. At the other end of the cylinder is a pneumatic piston which a piston rod which passes through a central hole in a cylinder divider which has an outer seal and an inner seal. When pneumatic pressure is applied through a pipe and valve the piston pushes the rod into the hollow space in the piston which is filled with hydraulic fluid and so creates a high hydraulic pressure to close the cutter blades.
