A device for winding tape helically around a cable passing through a guide tube includes a disc, around the periphery of which the tape passes and which is rotatable about the tube and a tape guide mounted on the end of an arm which is rotatably mounted (e.g. by bearings) about the tube whereby the yarn guide can orbit. The arm of the tape guide is attached to a spring and to one end of a belt passing around a pulley connected to the disc, the other end of the belt being fixed. As the tape passes around the tape guide or biting movement of the guide against the spring action tensions the tape. A second mounting in rotatable about the tube in the opposite direction to movement of the tape guide to off-set inertia changes of the guide when the operating speed of the device fluctuates. A constant tension in the tape is achieved even when fluctuations in operating speed occur.
