The expanding telescopic member is used in underground construction work. The two tubular members are connected by a course and fine adjustment mechanism for the extended member length. The fine adjustment range is relatively wide. A connecting rope (36) is joined between the adjusting lever (50) and the adjustable member (26) within one end of the outer, enclosing tube (14). The other end of this tube encloses a base member (16). The handle is part of a conventional handbrake system with a ratchet segment (48) and pawl (52). The rope is connected to the adjustment member bya transverse pin (38). The base member provides coarse adjustment by transverse holes (20) and locking pin (22).
