1435023 Preventing unauthorized starting of engines BIVIATOR SA 2 Oct 1973 [31 Oct 1972] 45961/73 Heading F1B [Also in Division A5] A method of preventing a vehicle being used by an operator in an unfit condition consists in requiring an intending operator to peform a test on an automatic safety device, the test being initiated by the operator inserting, into a reader of the device, a key which pre-sets the device to suit one person and the operator then being required to successfully carry out the steps of the test in order to be able to start the vehicle. An apparatus for carrying out the test consists of a reader 2 into which a punched card 1 (the key) is inserted, an oscillator 3 which produces a train of timing pulses, a lamp L which is energized by a second oscillator 13, and a relay 17 which actuates contacts 20 in the ignition and starter motor circuits. Pulses from oscillator 3 are fed to a unit 7 which produces signals at three-minute intervals and to a unit 8 which produces signals at 30 minute intervals, both sets of signals being fed to a control unit 5. The frequency of the second oscillator 13 is controlled by a unit 12 so that lamp L is energized seventy times a second when it is first switched on by pressing a switch button 10 and the oscillator frequency is reduced progressively until the lamp is energized only 20 times/second. The button 10 is purposely made difficult to operate and inadequately controlled operation of the button transmits a "Test failed" signal to unit 5. Such signals are counted by a unit 9 and if three are received the timing unit 8 transmits a signal to unit 5 which prevents operation of the vehicle for a period of 30 minutes. If the button 10 is operated properly the lamp L starts flashing at 70Hz, which appears as a continuous light, and the operator must release the button as soon as the flicker becomes apparent due to the reducing oscillator frequency. When the button is released the frequency is locked and is compared with the information on the punch card. If satisfactory the relay 17 is energized and the vehicle may then be started by ignition switch 19. If the comparison is unsatisfactory a "Test failed" signal is transmitted to the unit 5. Three such signals again prevent operation of the vehicle for 30 minutes. Once the test has been successfully carried out, the engine can be stopped and then restarted within a period of three minutes without repeating the test, provided that the punch card is not removed from the reader.
