In irradiating fuel elements under a wide range of temp. and pressure conditions, the elements are immersed in a flow of light water produced by an injector within a sealed vessel. The elements are insulated from the reactor water in which the vessel is immersed by concentric layers of insulation and a gas space. Gas flow in a closed loop through this space and over heating coils such that its temp. is adjusted to prevent heat exchange between the element and the reacter water.
