The soundproof and heat proof panel consists of one or more tubes (1); a plate (2) fixed mechanically or by soldering or sticking to the tube(s); and a heat proof and soundproof insulating material (3) fixed onto one of the sides of the plate (2). Hot water, steam, oil, or aqueous salt solution circulate in the tubes (1), and acts as a heat exchanger. The plate (2) has perforations (4) formed by the edges (5) of projections which extend away from the plane of the plate (2).
