Solid rocket propellant comprises (a) a polyurethane binder, (b) a solid oxidizing agent based on ammonium perchlorate and (c) a sufficient amount of an agent to improve bonding, with the formula X2N(CH2CH2NX)nCH2CH2NX2 (where n = 1-12; X = is one or more of Hn, cyanoethyl, hydroxy-propyl, such than =1 or X = H). The cpds. (I) are strong bases and become affixed as a coating on the particles of oxidizing agent by chemical sorption and by adsorption, and thus are not dependent on the presence of OH gps. or on the subsequent urethane-forming reaction to cause bonding, as with prior art bonding agents such as 2,3-dihydroxypropyl bis(2-cyano-ethyl)amine.
