The arrangement is for extracting energy from the up and down movement of a water mass. It comprises a floating element (2) and a stationary energy converter (4) or energy storage unit (4). A force transmitting element (5) connects the floating element (2) with the converter or storage unit. The converter may be a generator and the storage unit a battery, whilst the force transmitting element is flexible and is tension - there may be a number of storage units for one converter. The floating element may be flooded when the water reaches its highest level, and emptied at the lowest level, for which purpose it may have a valve at the top.
