The multi-stage phase modulation system is for data transmission and ensures a clear assignment of the space phase of the indicator to the values of the modulating binary data signal. The variation signal is produced as the sum of subsignals which are derived from the multiplication of a unit signal, which has a time shift and extends over several timing intervals, with the individual pulse of a coded data signal. Amplitude and form of the subsignals are such that the phase change in one timing cycle is O, pi/4 or pi/2. If a data pulse deviates from the preceding one, a control pulse is produced and, after pulse shaping, a subsignal is generated which determines the sign of the variation signal. The polarity of the subsignal can be varied against the sign of the preceding subsignal depending on whether a subsignal was produced between them or not.
