The cutter is for dividing web material, esp. plastic, into strips as it passes between uncoiling and coiling rollers. A tool holder has a bar which traverses the moving web and is placed with its lower surface a short distance (A) above the web. A row of slits (6) running parallel to the direction of web movement hold cutting blades which can be placed selectively to vary the width of strip which is cut. The slits are of such a size that the inserted blades are practically free of play both in the longitudinal and transverse directions. The bottoms of the blades are seated in slits in the support surface over which the web passes.
