Textile or paper web transverse stretching cylinder having a fixed, bent, hollow inner shaft on which is disposed rotatably a driven sleeve is provided in the interior of the shaft with a vibration suppressing member which is composed of an elastic sleeve in contact with the inner wall of the shaft and a rigid sleeve. Cylinder whose sleeve is driven at high speeds is suppressed at critical speeds. Suppressing member is supported by a shaft (11) arranged co-axially internally of the hollow shaft (10) and extending past its ends. Shaft (11) carries the sleeve (16) which in turn carries the elastic sleve (17), the latter being narrower than the sleeve (16).
