A float (1) has a bracket (3) which supports a pendulum (4). The pendulum is attached to the bracket by a universal joint which allows the pendulum to oscillate in any plane running through the point of support (5) and its centre of gravity (6). The centre of gravity is above the point of support. The end of the pendulum is connected to a lever (7) by a link (8) which has a universal coupling. Thus the oscillation of the pendulum in any plane is transferred to an oscillation of the lever in a fixed plane. The lever drives an electrical generator (15) through a connecting rod (10), a crank (11) and a ratchet wheel (13). The coupling arrangement enables waves in any direction to be utilised to produce power.
