The coal gas 4 is reformed with steam over a nickel catalyst at 550‹ C. to produce a hydrogen-carbon monoxide mixture which is subjected to shift conversion followed by scrubbing to remove carbon dioxide and leave the hydrogen stream 9. Part of the stream 9 is used to hydrogenate the tar oil and the remainder is used to increase the hydrogen/carbon monoxide ratio of the water gas prior to Fischer-Tropsch synthesis to produce the fuel oil 16. Hydrogen-carbon monoxide mixture can be added to the water gas or to the reformed gas mixture 8 through a balance connection. Fig. 2 (not shown) illustrates an embodiment in which the coal gas is treated by thermal cracking in a chamber heated by blow gas from the water gas generator to produce the hydrogen stream and a carbon black product.
