A thermal stress preestimation function 34 calculates the rotor thermal stress on the basis of said preestimation value, and a variation rate seetting value determining function 8 allows the thermal stress caluculation function 30 to operate according to the prescribed variation rate, and the thermal stress preestimation value is obtaind, and compared with the thermal stress permissible value data 4, and the value which is below the thermal stress permissible value and with which the variation rate becomes maximum is selected among the expected parameters and given to a governor 12 as acceleration rate setting value data 13 or load variation rate setting value data 14.
