A non-combustible filler for blending with tobacco or mixtures of tobacco with tobacco substitutes, comprises a major proportion of one or more non-combustible inorganic compounds and a binder. The inorganic compound may be chalk, gysum, a silicate or an aluminate, and the binder may be methyl cellulose, hydroxyethyl cellulose, ethyl cellulose, sodium carboxymethyl cellulose, an alginate or a pectin. The inorganic compound is dispersed in a solution of the binder and cast to form a sheet which is then shredded. Tobacco solubles and humectants such as glycerol or propylene glycol may be added.
