The heat transfer factory between steam and rotor is measured during the starting process at a constant temperature difference. The device has an electronic calculator for electric representation of the heat transfer factor, using electric output signals for steam temperature and the turbine rotor temperature gradient, with the rotor surface temperature measured by a known device for contactless temperature measurement. The device has one or several ferromagnetic inserts or projections rotating with the shaft, and has an inductive pulse generator. Steam temperature is measured by a thermocouple, and the steam temperature gradient is determined by division of temperature signals by the specified time interval.
