The cutter head includes a hub with radial spokes and a back ring of greater radius than the spokes. Struts extending between the spokes and the back ring are connected to the spokes at the outer ends and to the back ring near the periphery to form a truncated conical structure. Blades mounted on the struts are inclined in the direction of rotation of the cutter head. Radial scoop plates are mounted on the spokes at the leading edges, and inclined in the direction of rotation of the cutter head. Their outer ends abut and connect with the forward ends of the strut blades to form L-shaped digging members.
