A communicating channel links an upstream pool and a downstream pool between which there is only a small head difference. A hydroelectric turbine is installed at the outlet of the channel into the downstream pool. The channel rises and falls to form a siphon between the pools. The sill of the siphon is above the normal level of the upstream pool and the entry into it is below the minimum level of the upstream pool. Starting and stopping are controlled by valves admitting air to or releasing it from the top of the siphon.
