The dispenser has a mechanism for immobilising the roller when a predetermined length of paper has been drawn off it. The end of rotation of the roller, at the time of tearing or cutting the paper, arms a spring mechanism. The spring mechanism recocks after tearing or cutting and resets the dispenser for the next cycle. The roller is fixed directly or indirectly to a cam which has two teeth and co-operate with two fingers which pivot and submits each to the tension of a spring.
