PURPOSE:To enable such control that a low pressure steam regulating valve is quickly and continuously opened to the maximum degree and the output of a driver is raised until the beginning of opening of a high pressure steam regulating valve when there is not low-pressure steam. CONSTITUTION:A control program is stored in the memory MEMA of a controller CNTA. The control program is executed by an operation controller ARUA. When the control program is turned on, a driver DRV is actuated in a direction of increase under open-loop control unitl the beginning of opening of a low pressure steam regulating valve LPCV is detected by a limit switch. When the beginning of opening of the low pressure steam regulating valve is detected, closed-loop control is effected. When a prescribed time has elapsed, the closed-loop control is switched to the open- loop control if it is confirmed that the revolution speed and acceleration of a unit BFPT are below prescribed levels and low-pressure steam is not generated.
