PURPOSE:To eliminate clearances owing to deviations and errors of a stationary sleeve, control toner amount correctly and eliminate the unevenness of images by securing a doctor blade to the soeeve composed of non-magnetic material of a toner conveying magnetic roller. CONSTITUTION:The first magnets 9a, 9b, 9c which are secured in opposition to a photoreceptor 4 and the first sleeve 8 which is supported by encircling these and is composed of the rotatable non-magnetic material for letting the toner 3 held on the outside peripheral surface be contacted to a photoreceptor 4 are provided. The rotatable second magnet 1 which supplies the toner 3 to the first sleeve 8, the second sleeve 2 which is composed of the non-magnetic material fixed by enclosing the second magnet and the doctor blade 5 which has the specified spacing G from the outside circumferential surface of the second sleeve and is integrally secured to the second sleeve 2 are provided. The constitution of the one-component magnetic toner developing device in this way enables toner amount to be correctly controlled and enables bias developing to be performed by using the one-component magnetic toner.
