AE concrete or AE mortar is prepared by incorporating in a cement composition (A) a high-range water-reducing agent for concrete and (B) a foaming substance selected from products obtained by reaction between an -unsaturated dicarboxylic acid having 4 to 12 carbon atoms or an anhydride thereof and an alkene having 6 to 18 carbon atoms and salts thereof.
