PURPOSE:To inexpensively manufacture Ti (alloy) clad steel plates having an excellent and stable adhesion performance, by hot rolling a base material of extra low carbon steel containing Ti, Nb and Mo as a fixing element of C in steel and plied material of Ti (alloy) in the vacuum condition. CONSTITUTION:An extra low carbon steel containing (by wt.) =0.07% C, 0.01- 0.50% Si and 0.30-2.00% Mn and containing =1 kind among 0.01-0.50% Ti, 0.05-0.30% Nb or 0.05-1.00% Mo as a fixing element of C in steel, is prepared as the base material. Moreover, the content ratio of Ti/C and Nb/C in the base material is specified to =3 and =5, respectively. Then, after cleaning the bonding faces of the base material and Ti (alloy) plied material with a chemical and mechanical means, bonding plates are welded around the four peripheral parts of the closely contacted both plates. Then the combined materials are hot rolled in the state that the pressure of the inside of combined materials is reduced to =1Torr degree of vacuum, and Ti or Ti alloy clad steel plate is manufactured. In this case, the combined body is hot rolled at =2.5 rolling ratio after it is uniformly heated at 800-900 deg.C.
