PURPOSE:To charge a low-grade coal (which is crushed to a particle size of not more than 2mm.) together with a heavy oil to delayed cokers and at the same time to produce excellent reformed coal by utilizing a delayed coking process. CONSTITUTION:A low-grade coal (e.g. non-caking coal, weathered coal) (which is crushed to a particle size of not more than 2mm.) in a tank 2 and a petroleum heavy oil in a tank 1 are introduced into a mixer 4 where the coal is mixed with the oil. The mixt. is passed through a heater 5 and supplied to cokers 6, 6' where the mixt. is treated under conventional heavy oil cracking conditions (e.g. at a treating temp. of 400-500 deg.C and at a press. of 1-20 atms for 0.5-20hr). Hydrocarbon gases, light oil, etc. which are the desired products as delayed cokers are recovered through fractionating columns 7, 7' and at the same time reformed coal, which is reformed in respect of asphalt and pitch components, can be obtained. The low- grade coal powder may be supplied directly to the cokers 6, 6'. When a coal heavy oil in a tank 3 is used in place of the petroleum heavy oil, more excellent reforming effect can be obtained.
