A cooling and heating system is for a communication rack stacked with instruments in a housing insulated from the surrounds. It contains a tank with a heat exchanger in the air. The air and liquid circuit is only established as a result of difference in temp. There is a number of heat tubes outside the housing and in contact with the liq. of the tank and the surroundings. The tank (3) contains an air cushion (17). The heating tubes terminate in the liq. There is a filling level screw to indicate the required level of water. There is also a sight glass to indicate the level of the liq.
