Top surface compsn. for roads consists of an asphalt or tar cement compsn. contg. embedded hygroscopic salt particles (I) which have been treated with a nonionic wetting agent. The compsn. prevents smooth snow and ice formation and also binds dust. (II) is added in an amt. of 1-4 (wt.)pts./100 pts. (I) and the compsn. contains 3-6 wt.% (II)-treated (I).
