A structure (2) rising from the seabed carries a trapezoidal plate (1). The trapezoid tapers (5) in the direction of the tide and is entirely submerged. A smaller plate (6) overlaps the shorter side (4) of the trapezoidal plate and is attached to it by screwed connectors (7,8). These are adjusted so that the smaller plate is partly below and partly above the water line irrespective of the state of the tide at the chosen location. This arrangement harnesses the surface water movement. A water wheel (16) is supported on the smaller plate and caused to rotate by the tide running over it. A generator (23) is coupled to the wheel.
