The system providing a decorative effect uses a row of rotating cylinders (1) mounted with their axes (2) vertical. The surface of each cylinder is decorated with a design and the cylinders are driven independently of each other. This rotation produces a continually changing pattern. The cylinders may be arranged in a straight line or form a curved wall. In a variation of the design the cylinders are arranged in pairs and connected by an endless belt with a decorated surface. The cylinders may be used to form balustrades in buildings or as fences around children's playgrounds.
