PURPOSE:To control the revolution speed of a windmill generator within a fixed range in strong wind range by controlling the revolution restricting force by opening and closing the braking blades installed onto a rotary vane and detecting the voltage of a battery and controlling the load for the windmill generator by applying and relasing a pseudoload. CONSTITUTION:When the charging voltage of a generator C increase as the revolution speed of a windmill 1 increase and the speed reaches the revolution speed m of the windmill 1 which corresponds to the upper limit value of the battery B voltage, an electromagnetic contactor MCI is turned ON, and a pseudoload is applied, and the load power applied onto the windmill 1 is increased sharply, and the load power transfers from the point m to the point n and exceeds the output of the windmill blade, and the windmill stalls, and the charging voltage of the generator G lowers. When the speed reaches the revolution speed O corresponding to the set value of the battery B voltage, the electromagnetic contacor MCI is opened, and the load power for the windmill decreases to the point p, and the revolution speed rises along p-l line. Thus, in the range over the wind speed corresponding to m point, the revolution speed is controlled within the range m-O according to the revolution restricting force of the braking blades 5 installed onto the rotary blades 1 and the increases and reduction of the generator load through input and release of pseudoload.
