PURPOSE:To eliminate the necessity for a source of supply water, cancel the construction expense of a cooling tower and reduce the construction expense of a plant, by using return water, utilized for many purposes, from a consumer for cooling water. CONSTITUTION:Pure water is heated by a water heater 16 and fed to a consumer 17 utilizing the water for many purposes of room heating or hot water supply in a house, hothouse, cultivation of fishes and other general industries. And return water, cooled by releasing its heat in this consumer 17, is guided as the cooling water to a medium condenser 12 for use of condensation of a medium and then fed back to the water heater 16. In such constitution as arranged in a system, utilized water for many purposes can be used as the cooling water as left in that state, then a cooling tower is not required with its supply water B also unnecessary, thus not only the problem of a source of the supply water B is eliminated but construction expense of a plant can be reduced.
