A concrete sleeper block (2) has an insertion plate rail support (1) in elastomeric material mounted in its upper recessed portion (2a). The insert plate has projections extending downwardly (1c) which are provided with holes and which are designed to be received in corresponding holes (2c) in the recessed portion (2a) of the block of the crossmember (2 ). The projections bear fixing means in the form of a ball (1e) for example, by elastomer material, which, when the plate is mounted, are pressed toward a lower position at the bottom of the projection while expanding the projections the respective holes. A block of the manufacturing method of the cross member and an insertion plate rail support (1) of the type described are also objects for protection.
