Particularly in emergencies involving motor vehicles (1), there is the problem of locating such an emergency quickly and reliably, and initiating rescue procedures. This system includes a reporting system, which can monitor a whole urban area, for example, at acceptable cost. The given area is covered by a network of relay stations (2 - 5), which are connected to a central station (6) via the public telephone network. Mobile system users (1) have a radio transmission device. The density of the relay stations (2 - 5) is chosen so that in normal reception conditions at least two of the relay stations receive a report. Reports are stored in the relay stations until they can be securely transmitted to the central station (6). The relay stations have an identification generator, and a system for finding the direction of the system user who is sending the report. Using this and the transmission of the relay station identification, the location of the reporting system user can be quickly and exactly determined in the central station. The number of relay stations can also be kept low in this way. As a useful extension of the system, a speech connection between the central station (6) and the mobile system user (1) can be made.
