Storage basins are used for dealing with abrupt accumulations of rainwater or mixed water greatly exceeding the hydraulic capacity of mechanical and biological sewage treatment plant, in a sewerage network. A circulating assembly (5), pref. in the form of a propeller, paddle or shovel-type agitator, is installed in the basin, to generate or maintain horizontal flow of the contents. Deposits of impurities are stirred up or checked on the bottom of the basin, which is thus cleaned. The operation of the assembly may be dependent on the degree of fullness, so that it is switched on or off during the emptying phase between two selected water levels (7,8).
