PURPOSE:To easily implement a Japanese master, by installing a display device, optical character reading mechanism, Kana (Japanese syllabary)-to-Kanji (Chinese character) converting mechanism, connecting mechanism, and a Japanese master file. CONSTITUTION:Codes and names written in Kana and Kanji on a form 1 are written in an optical character reading mechanism 2, and the characters are discriminated. The mechanism 2 outputs the discriminated result to a display device 8, and at the same time, the names written in Kanji to the display device 8 as they are. A Kana-to-Kanji converting mechanism 9 displays given discriminated results and image information on a display device 13, performs Kana- to-Kanji conversions in accordance with the input from the display device 13, and writes the code and converted Kanji in a Japanese master file 14.
