PURPOSE:To make a ground resolution constant, to elevate a transmission efficiency, and to simplify a signal processing of a ground station, by outputting a sampling pulse from a program counter by varying its period, in accordance with a sampling pulse period information stored in a program memory. CONSTITUTION:This system is provided with a program memory PM for storing a sampling pulse period information by making a scanning position by a scanning mirror correspond to a sampling pulse period. Also, it is provided with a program counter PC for presetting the sampling pulse period information read out by synchronizing with scanning by the scanning mirror from this program memory PM, and outputting a period sampling pulse sp in accordance with the sampling pulse period information by counting of a clock pulse cl. In this state, in accordance with the sampling pulse sp from the program counter PC, A/D conversion of a scanning detecting signal is executed so that the ground resolution becomes constant.
