PURPOSE:To enable to remove the BOD in waste water with high efficiency by the organic substance-oxidizing action of biomembranes, and to enable to remove nitrogen in the waste water with high efficiency by the nitrifying-denitrifying action of the biomembranes. CONSTITUTION:Oxygen-rich air or pure oxygen is supplied to water to be purified by an oxygen-supply means 2 to enhance the concentration of dissolved oxygen in the water to be purified, and a catalytic oxidizing vessel 3 is connected to the means 2 through a line 23 for circulating the water to be purified. The vessel 3 is divided into an inner cell 31 and an outer cell 32. The inner cell 31 is provided with an inflow opening 30 for the water to be purified, while the outer cell 32 is provided with an outflow opening 33 for purified water, and the inner and outer cells are communicated together at their lower ends. In addition, a coarse stationary bed 310 formed from a biomembrane layer is provided in the inner cell, while a dense stationary bed 320 formed from a biomembrane layer is provided in the outer cell. When the water to be purified having the concentration of dissolved oxygen enriched by the means 2 circulates from the inner cell to the outer cell through said stationary beds, the water is affected mainly by oxidizing action for organic substances and nitrifying action in the inner cell and then mainly by denitrifying action in the outer cell.
