PURPOSE:To protect the surface of a rubble-mound by a method in which a cloth bag is attached to the bottom edge of a caisson in a covering manner and cement mortar is charged into the bag and extended onto the upside of the revetment mound. CONSTITUTION:One end of a foot-protecting bag 6 in rolled state 5 is fixed to a caisson 2, and the caisson 2 is settled onto a rubble-mound 2. Then, cement mortar 8 is charged through a hose 9 into the foot protecting bag 6 from the water surface and spread over the rubble-mound, whereby performing a foot protection work. In this way, the surface of the rubble-mound 1 is protected by unrolling the bag 6 by the charging of the cement mortar.
