Power is generated by means of banks of quasi-cylindrical wind-mills mounted under a tethered balloon or air-ship. The balloon (1.1) is tethered to the ground, fore and aft, by wires (1.4), and has an electrical cable connection (1.5) between the bank of generators (1.2) and a power house (1.3) on the ground. The wind-powered generators, can have a 'sail' arrangement of flexible strips mounted around the circumference of a cylindrical frame which turns a drive-shaft. These generators can be mounted around a chimney stack to supply domestic power.
