This invention relates to the making process of steel plate having impact toughness. The steel plate contains=0.15% Carbon, =1.0% Silicon, 1.0- 0.2% Manganese, 0.01 - 0.08% niobium, =0.10% Vanadium, =0.4% molybdenum, =0.4% nickel, 0.01- 0.03% titanium. The steel plate is rolled at the temperature of 850 - 750 ≦̸C. And then, the steel plate is cooled by the water injection. So the cooling speed is 5 - 20≦̸C/sec, and the temperature is 650 - 550≦̸C.
