PURPOSE:To certainly perform the sealing of a through-hole and to bring secondary effect for preventing the crack and rupture of a pipe wall by reinforcing the pipe end part of a hole pipe of which the through-hole is sealed by a wedge member, by operation for only embedding the wedge member in the pipe wall of the end part of the hole pipe.
