PURPOSE:To attain the detection of the on/off-state of a switch at a high voltage section, by operating a polarized plane storage optical fiber so as to give an optical effect with a switch and detecting the affected state to obtain easily electrical insulation. CONSTITUTION:A semiconductor laser 2 receives a pulse having a short width pulse and repetitive frequency from a pulse generator 1, generates an optical pulse, and it is an X axis linearly polarized wave component only via a polarized beam splitter 3 and a lens 34, led to a linearly polarized plane storage fiber 4 and propagated in the Z direction. Switches 5, 6 exist at l1, l2 from the fiber 4, and a pressure is applied in the Y direction of the fiber 4 when the switch 5 is turned on. Then, a part of the X axis linearly polarized wave is converted into the Y axis linearly polarized wave, reflected downward at the splitter 3, converted into an electric signal by a photodetector 7 and inputted to a time division multiplex detector 8. The detector 8 detects a time difference between the pulse from the generator 1 and the pulse from the detector 7 in time division to detect the on/off-state of the switches 5, 6.
