A plate heater is manufactured by laminating a dispersion of a conductive fiber in a resin mixt. to a sheet which can be impregnated by the mixt., and laminating the sheet to the dispersion surface. The laminate is heated under pressure to cure the thermosetting component of the resin mixt.. The fiber is pref. a carbon fiber, and the thermosetting resin is pref. an unsatd. polyester resin.
