Each modular elements has a horizontal listel, and a vertical band connected with the horizontal listel to form an inverted T-shaped member to hold the tiles in place. The vertical band forms a spacer between adjacent tiles. The horizontal listel includes upper surfaces on both sides of the vertical band to form a stop for the edge of the lower surface of the tiles. Projecting rests on the horizontal listel upper surface receive a material which is also used to hold the tiles to the surface to be covered.
