This installation comprises a transporter 1 intended for feeding in raw materials and whose conveyor 6 is equipped with a flow rate indicator 6a. The present invention however also comprises a dosing, mixing and discharging device 2 comprising, on the one hand, a dosage meter 9 intended to dose the flow rate of the pulverulent material and to introduce it into the raw material and, on the other hand, a mixer 14 to which lead both the conveyor of the transporter 1 and a discharge conveyor 13 which is part of the dosage meter. This latter conveyor 13, which runs at variable speed, is regulated by a control system slaved to the flow rate indicator 6a of the conveyor of the transporter 1, in such a way as to continuously provide a mixture with constant proportions of raw materials or aggregates with the pulverulent materials. c. The present invention can be used for mixing raw materials and pulverulent materials for producing a mixture used for stabilising soil in public works in general, earthworks and roadworks in particular.
