The device essentially comprises: a channel-shaped first element 6 and respectively a channel-shaped second element 17 arranged longitudinally and internally with respect to the previous one, which can move in the direction of this first element 6. The device further comprises means 10, 14, 15 for fixing one of the said elements 6 to the surface 2 to be protected and means 10, 25, 26 for connecting the channel-shaped elements 6, 17 and bringing them together, thereby retaining and stretching out the sheets of impermeable material 18 arranged between the said elements and against the surface 2.
