PURPOSE:To cause a load to be applied to an under-surface floor through mortar legs by a method wherein mortar layer enclosing wire mesh and heat radiating tubes therein is supported by some mortar legs reaching the upper surface of the under-surface floor. CONSTITUTION:Several plate-like heat insulating members 1 are applied on the upper surface of the floor base material 6 in such a way as some heat radiating tube installation grooves 2 are made to form a continuous line and then a heat insulating layer is made. Heat radiating tubes 3 are held by the tube holding parts 2'...and installed, and wire mesh 7 is applied over the heat radiating tubes 3. Mortar is flowed over the wire mesh 7 to form the mortar layer 8. A part of the mortar is flowed into the mortar leg forming through-pass holes 4,...to make an integral assembly of the mortar legs 8' and the mortar layer 8. A screw bolt 5 arranged vertically on the floor base 6 in the mortar forming through-pass holes 4 are enclosed by the mortar legs 8'. A load applied to the heating floor is transmitted to the floor base 6 through the mortar layer 8 and the mortar legs 8'.
