PURPOSE:To obtain a developer layer removing layer capable of removing a developer layer in an extremely easy manner without using water, by adding a specific high b.p. liquid substance to a detergent consisting of a low b.p. solvent and/or a medium b.p. solvent. CONSTITUTION:A high b.p. liquid substance selected from glycols, ethers, an anionic or nonionic surfactant and phthalic ester is compounded in a cleaner. The addition amount thereof is 0.5-10%, pref. 0.5-6% to the cleaner. The cleaner is one which comes into a market as a cleaner for penetration flaw detection and, as the anionic or nonionic surfactant, triethanolamine salt of alkylbenzenesulfonic acid is pref. Phthalic ester is selected from diethyl phthalate, dibutylphthalate or the like. A white fine inorg. powder is detached and removed from the surface of an object to be inspected in a wet state and is not scattered.
