A cosmetic composition containing stabilized aqueous urea present at about 0.5 to about 12 molar and containing a sufficient amount of an ammonium salt of an unreactive acid to adjust the pH value of the urea solution at about 6 to about 8 is disclosed, as are methods of its use.
