The device applies a fluctuating magnetic field produced by a coil. An alternating voltage of predetermined level is used to charge a capacitor which produces a discharge voltage of 50-500 volts. The coil having between 10 and 200 turns is connected to the capacitor terminals via a thyristor switching device. A trip circuit switches the thyristor at a frequency between 4 and 20 Hz, and the electrical charge of the capacitor discharges in the coil. The wave-form of the electrical current through the coil produces a fluctuating magnetic field whose wave-form has greater than a 5:1 relationship between relative rise and fall times.
