PURPOSE:To achieve a higher measuring accuracy, by a method wherein the opened upper end of one leg of a U-shaped outer shell is sealed airtight with a freely expandable sealing means and a control electrode and measuring electrode are arranged therein to remove drift phenomenon of the measured value. CONSTITUTION:Both led sections 22 and 23 of a U-shaped outer shell 8 are filled with water 9 and the open upper end of the leg section 23 thereof having a bag 7 housed in the leg section 22 is sealed airtight with freely expandable sealing means 24 and 25 while first and second control electrodes 13 and 10 and first and second measuring electrodes 12 and 11 are arranged airtight in the upper end. As a measuring operation is repeated for a long time, the steam generated by the evaporation of water 9 enters sealing means 24 and 25 to be returned to the outer shell 8 again as waterdrops because the upper end of the leg section 23 is sealed airtight from the atmosphere. Thus, the capacity of the water 9 will not decrease. This removes drift phenomenon of the measured value thereby elevating the measuring accuracy.
